The UNOPS Jerusalem office opened in 2006 and now has sub-offices in East Jerusalem, Ramallah and Jericho. The portfolio includes infrastructure, procurement, human resources, capacity building, access coordination and security projects for partners and beneficiaries throughout the occupied Palestinian territory.
Background Information - Job-specific

To ameliorate the delivery of humanitarian and development assistance and advance the protection of civilians, an Access Coordination Unit (ACU) was created to develop a centralized pro-active and sustainable access strategy for the movement of humanitarian personnel and goods. The ACU is a project managed by UNOPS in support of the UN Resident and Humanitarian Coordinator (UN RC/HC). The ACU aims to provide operational support to UN, Diplomatic Missions, and INGO staff and goods facing access difficulties.

In support of its partner organizations, UNOPS is looking to recruit a Research Analyst to be part of ACU project.
Functional Responsibilities

  • Assisting the Access Coordinator in his/her role of managing the ACU with particular focus on project management, resource mobilization and project implementation and acting as ACU OIC when required.
  • Upon request by the Access Coordinator, represent the ACU at forums where access issues are discussed, among them the UN Security Management Team, UN Country Team, Humanitarian Country Team and the Donor Friday Group meetings.
  • Liaise with UN and INGO agencies, diplomatic missions and host country authorities within the area of responsibility in coordinating the ACU tasks.
  • Providing monthly situation reports on access for the HCT and donor community.
  • Carrying out research on priority access issues as identified by the UN RC/HC, UNCT and the HCT.
  • Providing analytical information on access issues to donors as required.
  • Giving briefings to donors and partners on access issues.
  • Providing input to all reports and publications as assigned by the Access Coordinator.
  • Providing input into advocacy messaging.
  • Any other ad hoc duties as required by the Access Coordinator.

Education/Experience/Language requirements

Work Experience

  • A minimum of 5 years of progressively responsible experience in humanitarian access negotiations in complex emergencies out of which at least 3 years of experience working in the United Nations.
  • Experience in research and report writing is required.
  • Experience in civil military coordination is a distinctive advantage.
  • Strong background and work experience on issues related to the Israeli-Palestinian conflict.
  • Background and work experience on issues related to the access restrictions in the oPt.
  • Working with complex databases and IT based systems for monitoring information and producing reports.
  • Proven IT competence (Office ICT equipment, Microsoft Office, and SPSS).
Education
  • A Masters degree political science, human rights law, middle eastern studies or any related field. Additional years of relevant work experience, preferably in combination with a relevant bachelor’s degree, may substitute for the requirement of a master’s degree.
Languages
  • Excellent English and Hebrew language skills, both written and oral; knowledge of Arabic is an asset
