now: Position Title: Project Manager –
Mobile Services
In 2006, Souktel
changed Middle East labor markets by launching the first service to connect
job-seekers and employers by cell phone. Today, we design and deliver mobile
job & aid services on three continents—with clients ranging from the UN to
Al Jazeera Television and the Red Cross. This work has earned us praise from
the New York Times and the Wall Street Journal, and helped us win awards at the
World Economic Forum for the Middle East. Building on these achievements, in

by Google.org, Cisco, the Skoll Foundation and the Soros Economic Development

Your Job:
The Project Manager
– Mobile Services works with fellow Project Managers and Software Developers to
lead end-to-end implementation of mobile projects for Souktel clients. You’ll focus
on both the job and aid sectors of Souktel’s work, with a regional emphasis on
the Middle East and Africa.
This position is
full-time, based in Ramallah, Palestine, with potential travel to locations in
the Middle East, Africa and Europe. The level of effort (LOE) for this position
is equivalent to 40 hours per week; this position reports to Souktel’s senior
management and may involve the supervision of additional staff or interns.
Your
Responsibilities:
Prepare draft pitch
documents, budgets and product demos for clients/new prospects.
Hold initial
meetings with clients/new prospects; present and demonstrate technology.
Work with clients
to understand use cases/business needs and general technical scoping.
Communicate client
needs to Software Project Managers, work with Software Project Managers to
identify additional technical requirements, costs and timelines/milestones.
Manage the set-up
of network connectivity for new services, in partnership with mobile networks.
Maintain
communication between client and IT team during development/testing phase.
Manage all project
budgets, vendor/consultant reporting, and invoicing.
Carry out user-side
quality assurance testing of new products, prior to client release.
Deliver finished
product; train client on technology use, and provide follow-up user support to
client as needed.
Liaise with media
outlets to showcase finished products/services.
Represent Souktel
at regional project-related events, across the Middle East & Africa.
Author articles,
blog posts, and academic papers about key projects for leading publications
(eg. Stanford Social Innovation Review, Unicef Mobile Learning Review).
Required
Qualifications:
Native proficiency
in English. Excellent professional English writing skills.
Minimum 3 years’
prior field employment as a project manager at a USAID/DFID/EU/UN implementing
organization.
Prior experience
managing “ICT for Development” projects (preferably “Mobile for Development”
projects) for international development organizations/aid agencies.
Prior Middle East
regional experience; passion for travel to Souktel project sites in locations
like Iraq and Gaza.
Desired
Qualifications:
Proficient spoken
Arabic (Levant dialect) and/or French.
Graduate degree(s)
in computer science and/or business; PMP/CAPM certification.
