The
Palestine Liberation Organization, for the benefit of the Palestinian Authority
(PA), has received a financing in the amount of US$ 43.0 Million from several
donors including the World Bank-International Development Association (IDA),
AFD, Belgium, Denmark, SIDA, GIZ and KFW towards the cost of the 1st cycle of
municipal Development Program - phase 1 (MDP-I). Additional financial
contribution in the amount of US$ 41.0 Million was also committed from the
funding partners for the 2nd cycle of the MDP-I, which has started in the
beginning of 2012.
The
Municipal Development and Lending Fund (MDLF), as the delegated implementation
agency, intends to use part of the MDTF grant under window 4 to contract an
individual consultant to update the M&E - Results Based Manual
(RBM).
The Municipal Development and Lending Fund (MDLF) invites eligible qualified individual consultants to provide information indicating their qualifications, experience and appropriate skills to perform the services. The Consultant should have the following qualifications:
- An
Advanced university degree in management or M&E related fields.

Minimum of 10 years of senior level experience in M&E.

Having a demonstrated experience in particular, the development of M&E
systems (manuals), including indicators development, data collection and
analysis, data validation and reporting.

Demonstrated ability to approach complex problems and successfully implement
similar projects.

Excellent writing skills (Arabic/English).
The
main objective of the assignment is to review and update the MDLF results based
manual in accordance to the new strategic plan of MDLF 2013-2016 and based on
the MDPII results framework. Moreover, the consultant will develop the reporting
system of the MDLF (including all the standard reporting forms and procedures)
in compliance with MDLF needs and business procedures and taking into
consideration financing agreements requirements.
This
request for expressions of interest follows the General Procurement Notice for
this project that appeared in Development Business (No. 074594), dated September
4, 2005. The Consultant will be selected in accordance with the procedures set
out in the MDLF Procurement Manual which is based on the World Bank’s
“Guidelines: Selection and Employment of Consultants by World Bank Borrowers
Issued in May 2004 and revised in October 2006”.
