EGP is seeking highly
qualified professionals to fill immediate vacancies in the project’s Ramallah
office.
Position 1: Office
Manager
The
Office Managerwill report directly to the Finance and Administration Managerand
his/her responsibilities include, but are not limited to:
•
Supervise the Administrative Assistant and two Drivers
•
Manage the day-to-day business operations of the field office
•
Ensure that the employee salary list is updated and file all salary
informationaccording to outlined filing procedures
•
Manage system for tracking employee leave accruals and balances
•
Manage the security of the office premises, property therein, and the motor
pool
•
Organize full-time driver staff and project vehicles and short-term
intermittent drivers, as needed, to
meet the travel needs of project staff
•
Work with the IT support staff to ensure the efficient operation of the local
area network
•
Communicate with landlord on facilities management, improvement, and repair
issues
•
Coordinate with local staff to ensure petty cash needs are met and travel
voucher and bank reconciliations are performed as per office policy
•
Fill in as translator/interpreter as needed
Qualifications
include:
• 3-5
years of previous experience as an office manager desired
•
Familiarity with budgeting and procurement processes preferred
•
Strong analytical, problem solving, and writing skills. Excellent interpersonal
communication skills
•
Advanced knowledge of English required
•
Detail oriented and well organized, and must be flexible and willing to perform
assigned and additional duties as necessary
•
Previous supervisory experience desired
Position 2:
Accountant
The
Accountant will report directly to the Finance and Administration Manager. She/
he will support all financial transactions related to the EGP, ensuring
that the outlined financial policies and procedures are implemented and
followed. The Accountant is responsible for providing complete and accurate
field reports to the DAI Home Office for all field office financial
activities.
Responsibilities will
include, but are not limited to:
•
Recording financial transactions and maintaining accurate project accounts
according to DAI and USAID policies and procedures
•
Providing timely support to the Financial Officer and project’s senior
management in all budgetary and financial related matters
•
Preparing monthly bank reconciliations
•
Preparing check payments, money transfers, and any other transactions required
to facilitate project operations
•
Preparing monthly payroll sheets for project staff
•
Preparing field expense reports and conducting monthly invoice
reviews
•
Preparing monthly VAT reports
•
Safeguarding and ensuring the confidentiality of financial information and
records
•
Other duties as requested by the Financial Officer or Chief of
Party
Qualifications
include:
•
Professional experience in Microsoft Excel, and have good knowledge in financial
reporting, tax regulations (VAT and income tax)
•
Knowledge in USAID rules and regulations
•
Experience with QuickBooks/Oracle is preferred
• A
university degree in accounting or finance with 3-5 years of relevant work
experience
•
Fluency in English and Arabic is required
Position 3:
Administrative Assistant
TheAdministrative
Assistantwill report directly to the Office Manager. She/he will provide support
to project staff members, and his/her responsibilitiesinclude but are notlimited
to:
•
Handle calls, mail, and electronic communications
•
Compose and type correspondence; and interface as appropriate to parties passing
through or using the project office
•
Develop and maintain office filing systems; maintain library resources; take,
prepare, and distribute minutes from meetings
•
Maintain relationships with apartment landlords and office building management •
Responsible for the maintenance and procurement of all computer equipment,
office furniture and office supplies
•
Responsible for receiving and maintaining proper inventory of all project
property
•
Manage logistics support for all field office employees as well as
STTA
•
Responsible for tracking driver assignments and schedule
Qualifications
include:
• 1 –
3 years of relevant previous work experience
•
English proficiency required
• A
bachelor degree is preferred
•
Experience with Microsoft Office suite of applications, especially MS Word, MS
Excel, and database experience preferred
•
Detail oriented and well organized, flexible, and willing to perform assigned
and additional duties as necessary
Position 4: Procurement
Manager
The
Procurement Manager reports directly to the Chief of Party. She/he ensures the
integrity of all local procurement, both operations and technical. He/she is
primarily responsible for compliance with all procurement policies and
procedures. He/she shall maintain all documentation and ensure files are
complete. The Procurement Manager is also responsible for working with the
Technical Leads to develop tender documents and monitor compliance on
subcontract agreements. Responsibilities include but are not limited
to:
•
Supervise the Procurement Assistant
•
Identify and maintain relationships with potential local vendors and
suppliers
•
Procure goods and services as outlined in agreements, in accordance with USAID
regulations and DAI policies and procedures
•
Solicit bids and quotes from vendors for items in adherence with project
policies
•
Assist with coordination of goods transport
•
Maintain procurement filing system
Qualifications
include:
•
Significant previous experience and knowledge of USAID procurement regulations
required
•
University degree strongly preferred
•
Fluency in English and Arabic required
•
Experience with Microsoft Office suite of applications, especially MS Excel, and
database experience preferred
•
Previous supervisory experience desired
Position 5: Procurement
Assistant
The
Procurement Assistantwill report directly to the Procurement Manager. She/he
will be responsible for supporting all procurement processes. He/she will
maintain all necessary and accurate procurement records, ensuring appropriate
and transparent procurement methods. Responsibilities include but are not
limited to:
•
Manages all EGP procurement communications with vendors through the procurement
email inbox.
•
Formulates and posts all procurement solicitation notifications with newspapers,
online, with associations and/or other common means
•
Receives all expressions of interest from potential suppliers
•
Sends out all requests for quotations (RfQs) and requests for proposals (RfPs)
to interested suppliers/vendors
•
Receives all quotations and proposal submissions
•
Formulates all bid matrices with proposal/quotation information from potential
suppliers
•
Maintains the procurement calendar and work plan. Notifies teams of forthcoming
deadlines within the procurement work plans
Qualifications
include:
•
University degree and experience and knowledge of USAID procurement regulations
strongly preferred
•
Fluency in English and Arabic required
•
Experience with Microsoft Office suite of applications, especially MS Excel, and
database experience preferred
Position 6: Driver (2
positions available)
The
Driver will report directly to the Office Manager. She/he will drive project
staff to and from meetings, appointments, and all other project-related travel.
Responsibilities include
but are not limited to:
•
Vehicle maintenance including regular check-ups, cleanings, and
fueling
•
Maintain an accurate vehicle log
•
Manage vehicle and trip scheduling as needed
•
Maintain accurate records and paperwork on all vehicle-related purchases and
maintenance
•
Provide safe transportation to and from locations for project staff
•
Ensure compliance with all DAI and local driving laws and
regulations
Qualifications
include:
•
Basic knowledge of English
•
Excellent driving record
•
Valid driver’s license
•
Local familiarity with work locations, including downtown areas and government
office locations
• At
least 3 years work experience as a driver
•
USAID or other Donor project experience a plus
•
Ideal candidate will be flexible and able to work irregular hours, as
necessary
•
Holder of a Jerusalem Identity Card
