for expressions of Interest Individual Consultants Government Services for
Business Development -Project Coordinator
The Palestine Liberation
Organization, for the benefit of the Palestinian Authority has applied for
financing from the World Bank, International Development Association towards the
cost of the Government Services for Business Development (the Project) and
intends to apply part of the proceeds for consulting services.
The Ministry of National Economy ( MoNE) is the implementing agency for this project. A Project Implementation Unit (PIU) will be established within MoNE and will be composed of civil servants and local consultants in various fields to manage the overall implementation of the project.
MONE is considering the appointment of a qualified Project Coordinator, to ensure that activities under the project are implemented in accordance with the project operations manual and signed grant agreement and are conducted in a professional and transparent manner that complies with both the PNA’s regulations and the World Bank’s guidelines. The Project Coordinator will be responsible for the overall coordination role of the various project activities with MONE relevant departments/units and the World Bank.
Scope of Work
Under direct supervision of MoNE’s PIU Chief, the selected Project Coordinator will be required to familiarize him/her self with all aspects of the running activities of the project in charge of processing all aspects of project coordination and management.
The Project Coordinator will be responsible for coordinating all aspects of the execution of the Project and will be reporting to the PIU Chief. He/she shall work in close cooperation with the staff of the PIU and other relevant departments/units within MONE as appropriate to implement, guide and supervise activities related to the execution of this project, and in particular will be responsible for.
Main tasks:
-Ensuring adherence to the provisions of the Grant Agreement;
-Monitoring and evaluating project activities and ensuring their coordination and integration with the relevant -stakeholders ,
-Following up on Project implementation plans and activities to ensure achieving intended results according to the plans.
-Preparing quarterly project progress reports (technical, financial and procurement) with inputs from the implementing entities represented in the Technical Committee;
-Ensuring maintenance of Project accounts and timely preparation of interim evaluations and financial statements in coordination with implementing entities;
-Consolidating an Annual Report after the end of the fiscal year, summarizing the major outputs of the Project;
-Performing other duties as may be assigned by the PIU Chief.
Key Qualifications
-BA in business administration , Industrial Engineering or any related field, Master degree is a plus;
-At least 4 years of relevant experience in managing donor-financed projects;
-Knowledge of World Bank fiduciary procedures- procurement and financial management is a plus;
-Strong supervisory, interpersonal and staff support skills;
-Fluency in English and excellent report writing;
Time Frame and Contract
-The duration of the assignment is one year on a full-time basis, extendable to the full length of
the project (3years). The expected start date for the position is June 1, 2013.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines,
Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, published in January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
