Qatar Red Crescent (QRC) is an International Humanitarian Organization and a member of the Red Cross and Red Crescent Movement. 

QRC started its representation in Palestine (Jerusalem, West Bank and Gaza) since 2008 for the purpose of addressing emergency and humanitarian needs in Palestine and contributing to fulfillment of such needs along with other Local and International Humanitarian Organizations who are active in the area. Within this context, QRC invites candidates to apply for the following position:

Programs Manager

Under the overall supervision and direction of the QRC West Bank Delegation Office Director, the Programs Manager will be responsible to supervise the initiation, management, and evaluation of emergency, rehabilitation and development programs according to well defined standards, adhering to The Red Cross and Red Crescent Federation policies, technical guidelines and Sphere standards. These programs should feature measurable elements and target the most vulnerable.
Location: West Bank, main office in Al Bireh with travel to Jerusalem and different locations in West Bank as needed.
 
Specific Responsibilities:
-Reporting to the QRC West Bank Office Director, responsible for the day-to-day operation and management of QRC Projects and programs in West Bank - including selection of human and physical resources, adherence and enforcement of policies and procedures, and ensuring the highest quality of service provision. 
-Supervise and support projects’ Coordinators and officers.
-As appropriate and feasible, assist West Bank office Director to develop and monitor budget for the programmatic operations of the West Bank projects.
-Under the overall direction of the QRC West Bank Office Director, responsible for the development and implementation of projects and grant activities in West Bank including:
-Coordination of needs assessment as needed and agreed upon by QRC West Bank Office Director;
-Organize and assure participation of beneficiary organizations throughout  projects development phase and needs assessments;
-Coordination of projects’ selection and review process;
-Ensure selected grant activities address QRC requirements and findings of relevant needs assessments;
-Direct the work priorities and distribution of assignments within the QRC West Bank Programs;
-Select and supervise the development of projects proposals for presentation to the QRC West Bank Programs for onward submission to the QRC HQ;
-Ensure goals established for West Bank projects are achieved (geographical spread, marginalized groups, pipeline flow, speed, quality, etc.);
-Responsible for effective and on-going monitoring and evaluation of projects under implementation;
-Alert QRC West Bank Office Director to any significant deviations from the agreed project implementation plans and propose possible solutions, including modifications or amendments to the project agreement;
-Ensure that all projects are successfully completed and properly closed-out; and
-Provide timely and accurate information to QRC including Monitoring, Evaluation, Reporting and Analysis component.
-Provide administrative support and facilitation to Gaza Delegation Office as needed.
 
Representation
-Co-ordinate and represent QRC to other donor and beneficiary organizations in West Bank , including PRCS, MoH, WHO, UN agencies, International and Local NGOs and other counterparts to ensure that all project activities are carried out with the highest level of  cooperation in order to achieve project objectives.
-Represent QRC at donor/NGO/government forums and provide information to the QRC West Bank Office Director for further dissemination to other staff.
 
Reporting Requirements
The Programs manger will be supervised directly by and will report to the West Bank Office Director. However, many of the assigned responsibilities require as well close coordination and cooperation with other Team members.
 
Skills & Minimum Qualifications:
-Bachelor’s degree in engineering, Management or any other related field, with strong post qualification experience (minimum 7 years); Masters degree will be a plus.
-Strong reporting and representation skills.
-Strong communication skills, with excellent written and spoken English.
-Confident and proficient in the use of MS Office.
-Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines.
-Demonstrated experience of team leadership and staff management.
-Experience of proactively identifying and addressing issues.
-An understanding of and commitment to QRC’s mission and values.
