Oxfam Novib is looking for a Programme Officer 40 hrs per week 1 year contract and possible renewal for six months

Purpose of the function
The incumbent will contribute to the implementation of the Oxfam Novib country strategy 2011-2015 for Palestinians in the Middle East in close co-operation with the local partner organisations and other Oxfam affiliates,

In specific, the incumbent ensure efficient overall management, coordination and facilitation of the implementation, monitoring, reporting and evaluation of a humanitarian project funded by the Government of Belgium to increase access to health care services and protection of vulnerable groups in the West Bank.

The Programme Officer reports directly to the Oxfam Novib Associate Country Director.

Main tasks of the function:
a)Generic Main Tasks

1-You are responsible for contributing to the implementation of the Oxfam Novib strategy 2011-2015 for Palestinians in the Middle East and the Oxfam joint country strategy in close cooperation with other Oxfam affiliates .
2-You contribute to the development, implementation and monitoring of ON’s annual contract, and contribute to strategic programmatic development of Oxfam Novib’s partner portfolio , grant management and reporting on the progress made,
3-You will maintain direct contact with partners under your portfolio for the overall management, monitoring, evaluation and development of partners’ programmes and their organizational capacities.
4-You ensure registration in our administrative system and also that the (digital) archiving of the project activities is correctly done and maintained.
5-You will be expected to contribute to the identification, development and management of the project portfolio of partners based on Oxfam Novib’s priority areas.
6-You will actively engage in discussions with partners and other stakeholders on fostering funding opportunities and where needed develop programmeswith partners relevant Oxfam Novib staff and other affiliates.
7-You will identify, organise, facilitate if needed and monitor capacity building processes for partners on issues related to the thematic expertise under your responsibility.
8-You will initiate and facilitate Knowledge & Information Management (KIM) with local partners to strengthen the effectiveness and implementation of programmes and lessons learned.
9-You will facilitate networks between partners and relevant external actors like knowledge institutes, and initiate and facilitate reports and any publications in this area.

b)Project Management and Coordination

1-You will coordinate the overall management, planning, implementation and monitoring of an 18 month-humanitarian project funded by the Government of Belgium to “Increase access to health care services and protection of vulnerable groups in the West Bank”, including field visits, according to the approved project proposal;
2-You will oversee budget disbursal in line with agreed targets, milestones and deadlines in close coordination with the Financial Officer;
3-You will ensure that narrative and financial reporting and other donor requirements (such as audits) are met in line with donor agreements, Oxfam Novib policies and routing procedures as advised by the Institutional Funding Officer;
4-You will collect and present information in order to meet the donor requirements on reports, for the ON management and planning cycle and for any other demand for information, including (digital) archiving of the project related documentation in accordance with the Government of Belgium and ON’s policies and procedures;
5-You will prepare stories or input for any other written materials for external communication on the project and communicate complex information to a wide audience;
6-You initiate and facilitate activities concerning project knowledge & information management and learning with the project partner and relevant Oxfam affiliates to strengthen the effectiveness and implementation of programmes and lessons learned.
7-You will coordinate and facilitate the project steering committee or any other meetings at the country level with the project partner and related stakeholders.


Required knowledge level
-Completed an academic degree in development studies or related field with a focus on health sector and/or public health
-General understanding and/or technical expertise on the health sector preferably in the OPT.
-A good understanding and demonstrable experience in undertaking gender analysis and familiarity with linkages between gender based violence and public health issues.
-Knowledgeable about key issues in the Israeli-Palestinian conflict with focus on development issues, and health in particular.
-Solid understanding of women’s rights and the rights-based approach
-Experience in organisational analysis & partnership with local civil society organizations, grant management & program development and monitoring, evaluation and learning to support development programs.
-Extensive experience (at least 3 years) with donor contract management
-Analytical thinking skills and abilities to influence others.
-Excellent social skills and demonstrated ability to be a team player
-Excellent communication skills in English. Command of Arabic is an asset.
-Ability and readiness to travel in OPT on a regular basis

Desirable candidate’s attributes
-Specialization in public health will be an asset.
-Knowledge of sexual reproductive health/rights and rehabilitation issues.
-Skills in monitoring and evaluation of health interventions
-Experience in managing donor contracts in emergency and post conflict environments.


We offer
The employee will be contracted by Oxfam Novib according to Israeli labour legislation with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. Indicative salary range: ILS 117,204 – ILS 160,572 gross per annum.
