UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees.
Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.

Consultancy: Visibility Coordinator, Jerusalem

BACKGROUND
UNRWA’s communications division HQ acts as the executive for all Agency-wide communications. The division directs and is responsible for the entirety of UNRWA’s public relations at a global and regional level.
The Agency’s Visibility Coordinator is responsible for working with the Donor Relations Division to design and manage the implementation of communications and visibility plans tailor-made to suit the needs of a wide variety of donors. A majority of time is devoted to managing an annually-produced European Commission visibility plan.
A confident written and verbal communicator, you will ensure the smooth running of UNRWA’s joint communications with major donors including the European Union. You must have an ability to relate and report to a range of different stakeholders, as well as an ability to work in a diverse and geographically-dispersed team.

Description of Duties and Responsibilities
• Act as UNRWA headquarters focal point for UNRWA on EU/ECHO donor visibility;
• Work with EU, UNRWA colleagues and local partners to devise and implement overall UNRWA – EU visibility plan;
• Coordinate and monitor EU visibility work throughout UNRWA’s field offices;
• Submit bi-annual monitoring and evaluation reports on UNRWA – EU visibility plan;
• Supervise tracking of expenditures under the UNRWA-EU visibility plan with Finance Officer;
• Research, write and edit all donor-related visibility material on UNRWA website and other social media platforms;
• Write and edit all donor-related press releases;
• Devise additional country donor visibility plans, as needed, in coordination with Donor Relations Division colleagues;
• Provide support with signing ceremonies, press conferences, and additional donor-related events;
• Assist the Donor Relations Division in the research, writing and editing of marketing materials for donors, with the Publications and Branding Coordinator;
• Other shared tasks, as needed.
Essential Qualificat ions and Experience
• A university degree (BA minimum) or equivalent work experience;
• Proven experience of writing, overseeing, and reporting on communications plans and related budgets;
• Excellent English writing and copy-editing skills and meticulous attention to detail.
DESIRABLE QUALIFICATIONS
• Experience working with media, including the drafting of press releases and press invitations
• Experience working with donors and representative offices, including the organization of signing ceremonies;
• Knowledge of Adobe Indesign, Illustrator;
• Knowledge of Arabic and other UN languages.

• Strong organizational skills (ability to meet deadlines and manage multiple tasks);
• Highly motivated, comfortable taking initiative and able to work with minimum supervision;
• Strong interpersonal and communication skills, both written and oral;
• Proven ability to work in a multi-cultural setting;
• Displays good judgment to political and cultural sensitivities.

CONDITIONS OF SERVICE
• The position is for one year salaried (negotiable), with a start date of 17 April 2013 and extendable with initial three-month probationary period.
