Founded in 1933, the International Rescue Committee responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives.
The IRC offers lifesaving care and life-changing assistance in over 40 countries and in 22 U.S. cities, restoring safety, dignity and hope to millions who are uprooted and struggling to endure. In October 2011, the IRC started its first program in the Palestinian Territories. The program focuses on promoting Healing Classrooms (HC) in public schools in the West Bank through teacher training, mentoring and general support, and is seeking an Education Manager.

SCOPE OF WORK:
The Education Manager will report to the Head of office and will be responsible for initiating, implementing and monitoring the expanding education portfolio of the IRC in the Palestinian territories.

The IRC education program is primarly focused on the principle of Healing Classroom and the manager will be responsible of the new phase of this program: Learning to read in healing Classroom, which focuses on Literacy.

The IRC’s Healing Classrooms approach is based on 30 years of IRC’s education work in conflict and crisis-affected areas, as well as four years of action research and field testing in Afghanistan, Ethiopia, Sierra Leone and Guinea. The approach focuses on expanding and supporting the ways in which teachers can create and maintain “healing” learning spaces in which all children can recover, grow and develop.

Healing Classrooms:
Is designed to strengthen the role that schools and teachers play in promoting the psychosocial recovery and well-being of children;
Recognizes the importance of understanding teachers’ experiences, motivation, well-being and priorities to ensure meaningful and relevant support and training; and
Focuses on supporting teachers to play a positive role during and after crises.
Healing Classrooms aims not only to improve the IRC’s programming in emergency education, but also to influence policy-making and thus resource allocations for education in emergency contexts. In the longer term, Healing Classrooms aims to enhance ways of thinking holistically about how to best address the needs of conflict and crisis-affected students and teachers.
RESPONSIBILITIES:
The Education Manager will provide support in training, mentoring, and monitoring as follows:
-Be responsible of the delivery of the Learning to Read in Healing classroom project, including supervision of logistics and finance related issues.
-Contribute to research design, development of data collection tools, and collection and analysis of classroom observation data at schools.
Be responsible for program evaluation and timely reporting.
-Liaise with Ministry of Education (MOE) representatives and other stakeholders, donors and Education and Protection cluster members as needed.
-Be responsible for the budget and work plan of the program
-Be responsible for the financial aspect of the program implementation with the support of the finance officer and the regional finance manager
-Be the focal point for the expansion of the IRC portfolio in Education
-Solicit and support new ideas for program design

REQUIREMENTS:
-Bachelor’s degree in education and Masters’ degree in related field. In alternative, relevant working experience could substitute academic qualification.
-At least 3 years’ relevant, managerial or senior experience with education in emergencies and/or post conflict settings, teacher trainings, early child development or distance education, preferably in the West Bank or Gaza.
-Strong understanding of the education system and the MOE in the Palestinian Territories.
-Strong training, strategic planning, organizational and communication skills.
-Experience developing curricula, especially for adult education and training.
-Familiarity with ICT and other education tools.
-Fluency in Arabic and English (written and spoken).
-Valid driver’s license strongly preferred.

WORK ENVIRNOMENT:
This position is based in the IRC Jerusalem office with frequent travel to MOE offices in Ramallah as well as to schools in the West Bank.
