Your Job:
The COO manages all daily operations for the Ramallah project staff team. S/he also provides leadership to ensure that Souktel has superior operational systems in place to effectively grow the organization. The COO oversees all client-facing staff and holds primary accountability for the quality of projects delivered. In addition, s/he fosters strong relationships within the Souktel team, and between Souktel and its clients. This position is full-time, based in Ramallah. The COO reports directly to Souktel's CEO, works with the Chief Technology Officer (CTO) and senior Business Development staff, and manages project staff teams. Compensation is competitive and includes stock options.
Your Responsibilities:
-Lead, motivate, and mentor project staff members--establishing and monitoring performance/development goals, and conducting performance reviews for project staff.
-Oversee and ensure the successful implementation of project activities: Use appropriate project management tools to monitor/evaluate project implementation and project resource use.
-Create annual budgets and work plans for large-scale, multi-stakeholder projects; oversee work planning and staff resource allocation for ongoing monthly projects.
-Ensure project compliance with funder regulations, and lead project reporting to funders.
-Lead the implementation/updating of organization-wide administrative policies and procedures.
-Lead the preparation of annual administrative and financial reports for local authorities.
-Lead the impact evaluation of Souktel's services across projects and countries, focusing on quality assurance and performance enhancement.
-Work with senior management to create organizational strategic & implementation plans.
Required Qualifications:
-At least 10 years' work experience, with a minimum of 5 years' senior leadership experience as the Deputy Chief of Party for a US/EU/UN project, or the General Manager of an IT company, supervising large staff teams.
-Strong team-building skills, with experience leading diverse groups of local & international staff.
-Fluent spoken and written English and Arabic.
-Demonstrated ability to manage large projects, including design, budget preparation, expenditure tracking, monitoring and evaluation, and reporting.
-Experience developing and delivering project implementation and monitoring/evaluation plans.
-Fluency in US/EU/UN procedures for reporting, procurement, and project management.
-High integrity and a commitment to excellence in her/his work.
-Ability to work independently, without direct daily supervision.
Desired Qualifications:
-CAPM/PMP or similar project management certification.
-Degree in computer science and/or knowledge of mobile software development cycles.
-Proficient spoken/written French.
