Title: Workforce Management Officer Location:
West Bank and Gaza PRIMARY RESPONSIBILITES
ESSENTIAL FUNCTIONS
-Play a primary role in health
workforce assessments and developing a comprehensive plan to strengthen the
capacity of the public health sector human resources departments.
-Facilitate
the design, development, implementation, monitoring, and technical quality of
workforce performance and support activities, processes and products.
-Help
to develop tools to support HR management, such as checklists, formats, and
interactive and electronic reference materials, for use by the MOH and other
stakeholders.
-Conduct technical assistance and training through core and
field supported activities to: lead work planning and implementation strategy
development; assess and identify constraints in workforce performance and
support systems; develop action plans to address constraints; and monitor
progress in improving workforce performance and support systems.
-Integrate
cost-effective and innovative activities into training, including techniques and
technologies targeting logistical and on-the-job support; peer-network
facilitation; supportive supervision; work environment; and performance
expectations.
-Share lessons learned, promising practices, and strategies
to keep country projects focused on desired project results.
-Build capacity
for government counterparts, institutions, and entities to adapt and apply the
workforce performance and support methodologies and systems to meet their HRH
challenges, including the implementation of a capacity building series on Using
Data for HR Management for support Task Shifting.
-Document lessons learned
and best practices from the field application of project activities, and assist
with project reports, work plan, and other documents and processes, as
needed.
EDUCATION/EXPERIENCE REQUIREMENTS
-Masters’ degree in
Human Resources, Public Health Management, or related discipline.
-At least 7
years of related professional experience.
-Demonstrated success in capacity
building and mentoring.
-Demonstrated exceptional interpersonal skills and
ability to work well with a diverse team.
-Demonstrated experience with HR
management systems and human capacity development.
-Prior experience working
in health programs in the West Bank and Gaza region.
-Fluent Arabic both
spoken and written.
-Strong written and oral communication skills in
English.
-Prior experience working with USAID
preferred.
