The
Finance and Operations Assistant is responsible for supporting the financial and
operational aspects of the USAID-funded Palestinian Health Capacity Project.
S/he reports to the Finance and Operations Director and is responsible for
managing the financial, procurement and accounting functions of the project,
including routine monitoring. S/he analyzes and interprets contract financial
data for appropriate policy and management decisions and is responsible for
overseeing all monthly financial reporting requirements. S/he follows and
upholds USAID regulations, as well as IntraHealth routine financial reporting
requirements.
ESSENTIAL FUNCTIONS
-Manage financial functions in compliance with Finance and Administrative procedures and policies working closely with the Operations and Support TL.
-Monitor the financial activities of all expenditures completing monthly financial reporting in a timely manner and work closely with the respective bank in Ramallah and all check processing.
-Apply software packages and all other IntraHealth financial and accounting systems
-Analyze and interpret financial data for appropriate policy and management decisions and responds to questions from the IntraHealth senior management team, and country program managers
-With the Finance and Operations Director, help oversee the annual project budget development and budget review process.
-Monitor the project banks accounts and prepare the cash books for each month
-Assist Finance and Operations Director in submission of monthly financial reports.
-Control advances reconciliations, reconcile accounts weekly and monthly and meet with the Finance and Administration Director regularly regarding the financial status
-Prepare the budget forecast each month in collaboration with all units and submit it to the Finance and Administration Director for approval and submission
-Verifying data entry in QB and review the monthly financial reports
-Review all the payments
-Contribute to the preparation and monitoring of the annual budget
-Prepare the VAT claim on a monthly basis
-Adhere to USAID/WB/G financial reporting guidelines.
EDUCATION/EXPERIENCE REQUIREMENTS
-Bachelors’ level education in Finance, Accounting, Business Administration, or a related area
-Minimum 3 years of experience working in finance and operations
-Working knowledge of USAID contractual stipulations and regulations and Palestinian Authority laws and regulations
-Experience working with the government and local partners in implementing aid programs
-Experience working with international organizations and donors in the Palestinian Territories
-Demonstrated ability to effectively manage a complex multi-year program
-Good verbal and written communications skills in Arabic and English
