JOB DESCRIPTION The successful candidate is responsible to the Field Programme Support Officer. S/he is responsible for managing, planning and facilitating gender mainstreaming activities in the Gaza Field.
MAIN RESPONSIBILITIES In accordance with established Agency policy and procedures, the ideal candidate:
- Supports the Field Programme Support Officer and Planning/ Programme Cycle Management staff to ensure that assessment, planning, monitoring and evaluation processes, including budgeting and priority-setting, build on gender analysis by:
o Ensuring that all specific field data-collection is disaggregated by sex and age;
o Making sure that staff members with knowledge and experience on gender mainstreaming participate in the programme management cycle process and in the formulation of new project proposals;
o Ensuring that women and men are consulted equally during policy formulation, assessment, planning, monitoring and evaluation, especially reaching out to female beneficiaries;
o Ensuring that evaluation reports are updated specifically as to identifying gender gaps and gender-related project successes;
o Understanding and applying process indicators of success;
o Consulting with and, if necessary, seeking technical assistance from Gender Focal Points in other Fields and at the departmental level;
o Promoting gender sensitization in the Field;
o Initiating and coordinating gender based project proposals with the Projects Office.
- Assists and coordinates the development of the strategic planning of the Field gender mainstreaming, particularly through the Field Gender Task Force (GTF); in coordination with designated Gender Focal
Points; provides leadership and advice to Field staff implementing the Gender Mainstreaming Strategy, including:
o Facilitating the coordination between Gender Focal Points and related departments in the Field in order to ensure progress on implementation of gender policies and mainstreaming strategies;
o Convening and facilitating regular meetings of the Gender Task Force;
o Providing support and advice to Departments' Gender Focal Points and following-up on the implementation and monitoring of the gender mainstreaming plans;
o Compiling department specific data for periodical reports from information prepared by the Departments' Gender Focal Points;
o Raising general issues of concerns related to gender to the Field Director;
o Discussing strategy of gender mainstreaming and any other gender plans and priority settings for the Field with Gender Task Force;
o In coordination with Gender Focal Points, arranging to conduct activities related to gender as needed.
- Advises on gender perspectives in all aspects of the work of the departments, using own resources or outside expertise; coordinates with the departments to assure gender equality in the overall objectives; resolves gender-related problems at the field level; monitors the achievement of the goals of the departments and assures of gender equity in procedures of implementation;
- Monitors the reflection of gender priorities in the selection of topics for special events, ensuring that women and men participate equally in events as speakers, chair persons, decision-makers etc. and are consulted during preparations and follow-up; supports the Field Director in ensuring equal distribution of male and female colleagues selected for training and career-building opportunities; advises the Field Director to ensure gender balance in all committees and decision-making bodies and rotation of responsibility for meeting positions (chair, agenda-setting, minutes); raises gender issues at field management meetings, contributing to the discussion from a gender perspective and assisting colleagues to do likewise;
- Is responsible for developing and providing training of department's Gender Focal Points; attends and contributes to gender-related training, workshops and meetings as and when required; represents UNRWA, upon request, at workshops and events where information on gender mainstreaming in the departments is requested;
- Collects, analyzes and disseminates, on a regular basis, statistics on the representation of women in all processes and bodies established in the work of the departments to provide a holistic picture of the representation of women in the work of the departments;
- Provides support and advice to the UNRWA Gaza Women's Committee (UGWC) as applicable;
- Performs such other duties as may be assigned.

PERSONAL & PROFESSIONAL COMPETENCIES
- A university degree in development studies, gender and/or women's studies or any other related social science field.
- At least five years of relevant work experience.
- Excellent command of written and spoken English and Arabic.
- Strong leadership and interpersonal skills;
- Demonstrated organizational skills;
- Demonstrated proficiency in programme / project management, based on gender analysis;
- Strong analytical skills;
- Proficiency in standard computer applications used by the Agency;
- Integrity, professionalism and ability to work under pressure.
- The incumbent may be required to work beyond the regular working hours.
- It is desirable to have project implementation, monitoring and evaluation experience; and a valid driving license.

CONDITIONS OF SERVICE
- Basic Salary: Monthly basic salary $1,304.50; plus a currency adjustment factor (present rate 14%) and monthly dependency allowance up to $123.25.
Contract Duration: One year. - Leave: 30 days annual leave - Pension: Provident Fund contribution - Other conditions of service and benefits may apply.

EQUIVALENCY Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered
