The overall goal of
USAID’s Effective Governance Program, implemented by Development Alternatives,
Inc.
(DAI), is to
build more effective and competent public institutions that are accountable to
the public and respond to citizens’ needs. The program aims to improve
mechanisms of service provision; strengthen legal and
policy formulation
processes; enhance the performance of targeted Palestinian Authority (PA)
institutions; and bolster accountability and oversight mechanisms.
DAI is seeking to
hire a number of competent candidates to join the project’s team:
Procurement &
Compliance Manager. The Procurement & Compliance Manager will be responsible for
faithfully executing procurement and compliance policies and processes related
to the project’s technical and operational needs.
The Procurement
& Compliance Manager is responsible for ensuring that all project procurements
are in full compliance with: relevant U.S. government policies and regulations,
including the Code of Federal Regulations (CFR), Federal Acquisition
Regulations (FAR), and USAID’s Acquisition Regulations (AIDAR) and Automated
Directives System (ADS); USAID Mission Order #21; DAI policies and procedures;
and applicable local laws.
Key
responsibilities of the Procurement & Compliance Manager include,
but are not limited
to:
• Implementing
procurement policies and procedures for EGP and ensuring compliance with FAR,
CFR, ADS, and AIDAR regulations, DAI policies, and local laws.
• Drafting project
procurement documents, including solicitations, negotiation memoranda, consents
to subcontract, and waivers.
• Establishing
clear and transparent procurement procedures.
• Working with
local, regional and international vendors and service providers to obtain
quotations and/or initiate procurements of commodities or services.
• Establishing and
training internal evaluation committees to review procurement bids and
recommend awards.
• Ensuring that
EGP’s procurement process is open and transparent and free from conflicts of
interest.
• Ensuring that all
procurements are fully and appropriately documented in and through EGP and DAI
systems.
• Working with
project management to answer any questions or provide USAID with any requested
information about the procurement process.
• Ensuring that
USAID vetting requirements are met.
Developing and
maintaining a vetting tracking system.
• Ensuring that all
subcontracts and sub-awards comply with USAID regulations
and relevant
mission orders, and that all related documents are properly
filed for USAID
compliance review.
• Ensuring that
monthly subcontract and sub-award reports are completed in an
accurate and timely
manner.
• Conducting
regular SAM check for all vendors.
• Educating EGP
staff and counterparts about procurement and compliance rules.
• Monitoring
contracts and purchase orders and ensuring compliance with terms and
conditions.
• Contributing to
project work plans, action plans, and other reports as needed.
• Performing such
others duties as may be assigned from time to time by EGP management.
Qualifications and
Skills:
• Minimum of a
bachelor’s degree in a relevant field. A master’s degree is a plus.
• 5-7 years of
relevant work experience.
• Significant
procurement and compliance management experience on one or more USAID-funded
programs.
• Solid
understanding of USAID procurement and compliance rules and regulations.
• Experience
training others on USAID procurement and compliance rules.
• Ability to work
independently and to coordinate activities closely with technical staff.
• Strong
communications, organizational, and management skills.
• Experience with
Microsoft Office suite of applications; database experience preferred.
• Fluency in
English and Arabic - written and oral.
