Background Information - Jerusalem

The UNOPS Jerusalem office opened in 2006 and now has sub-offices in East Jerusalem, Ramallah and Jericho. The portfolio includes infrastructure, procurement, human resources, capacity building, access coordination and security projects for partners and beneficiaries throughout the occupied Palestinian territory.
Background Information - Job-specific

The current JMPC portfolio consists of design and construction projects on the one hand, and projects and task orders focusing on provision of technical assistance and/or administrative services on the other. The infrastructure portfolio is funded by several donors under different agreements supporting the Palestinian Authority through provision of project management, design, engineering, construction, procurement, contract management as well as training and capacity building activities. UNOPS in oPt is focused on supporting the creation of environmentally and commercially sustainable high levels of standards for public buildings and facilities for the Palestinian Authority, fully compliant with international standards in construction and operational regulations. An important emphasis is on constructing facilities that are tailored to the local culture and the annual operational budget of the Palestinian Authority.

Reporting to the Project Manager, the Deputy Project Manager is responsible for overseeing the performance of all project activities. The Deputy Project Manager will, as required, assist the Project Manager with planning the project and in obtaining commitments to complete the project within established schedule and budget constraints. The Deputy Project will also interact with donors, clients and other stakeholders to ensure that requirements are properly understood and implemented.
Functional Responsibilities

Main activities:

The duties and responsibilities of the Deputy Project Manager include, but are not limited to:

  • Manage and Monitor, in close consultation with the Project Manager, the project construction activities including project implementation plans, work programmes, budgets, facility requirements, and staffing schedules;
  • Provide technical leadership, oversight, advice and guidance on all infrastructure projects and work undertaken;
  • Assist the Project Manager in preparing and monitoring of the engineering department work plan, including budget oversight;
  • Assist the Project Manager with developing comprehensive project work plans clearly defining roles and responsibilities, inputs required, objectives, expected outputs, including milestone achievements and detailed work plans;
  • Ensure strict and consistent application of UNOPS rules and regulations and ensure the implementation of clear accountability mechanisms throughout the project portfolio;
  • Monitor all project activities in relation to the respective project work plans and take corrective action, when necessary, to ensure the timely and cost-effective delivery of project outputs;
  • Monitor contract obligations, develop management systems and accountabilities to ensure all contract obligations are tracked and met; Including UNOPS, contractors and clients/donor contract obligations;
  • Review all surveys, field investigations, designs, drawings and specifications, recommending required changes needed to provide more cost-effective solutions;
  • Ensure that work methods as proposed by contractors are satisfactory, with particular reference to the technical requirements of sound environmental standards;
  • Make recommendations on applications for extensions of time, claims for additional payment and other contractual disputes;
  • Manage, plan, monitor and evaluate project procurement and contracting processes;
  • Ensure the highest possible quality of delivery and devise strategies for increased project delivery and quality programming;
  • Participating in business development and stakeholder relationship building;
  • Perform such other related duties as may be assigned by the Project Manager.

  • Versatile in use of project management tools and ability to prepare and monitor project plans and progress monitoring charts
Education/Experience/Language requirements

a. Education
  • Advanced University Degree/Masters degree in Civil Engineering, Building or Construction Management or related field. Additional years of relevant work experience, preferably in combination with a relevant bachelor’s degree, may substitute for the requirement for a master’s degree.

b. Work Experience

  • At least 3 years of relevant technical experience in infrastructure and construction management, experience in medium to large scale building or infrastructure projects;
  • Experience in dealing with customers and clients and providing a high degree of customer support, education, and service;
  • Experience in project management and skills development;
  • Experience in all aspects related to construction management including, financial management, budget management, contract management, risk management, staff management, quality and safety management, programme management and reporting;
  • Experience working with the UN or an international organization, would be an advantage;
  • Experience using Atlas would be an advantage;
  • Extensive experience in using computers and office software packages (MS Office 2007);
  • Evidence of knowledge of PRINCE2 (minimum at foundation level) or equivalent project management methodology/approach is highly desirable.


c. Languages
  • Strong written and verbal communication skills in English and Arabic
