Title: HRIS Manager ::: Location: West Bank and Gaza ::: Primary Responsibilities
The HRIS Manager will work with USAID, and other implementing partners to develop the overall framework and approach for strengthening health workforce information systems. S/he will be responsible for generalized infrastructure strengthening and development planning, including managing servers and networks to support the HRIS deployment, and developing and maintaining system-wide training materials for local counterparts. The HRIS manager will also facilitate the collection and use of reliable health workforce data to inform policy formulation, strategic planning, and create an enabling HRH environment for a successful deployment and scale-up of the HRIS suite across the Palestinian Territories. This position reports to Technical Specialist for Human Resources Planning.

ESSENTIAL FUNCTIONS
-Provide technical assistance to support the deployment and use of HRIS suite to track deployment as the basis for data-driven decision making to inform HRH strategic planning processes.
-Champion open source health information technologies and collaborate with the MOH and other relevant partners to develop and implement mHealth and eHealth solutions in HR Management (e.g., recruitment, deployment, or performance management tools).
-Work with stakeholders to identify an appropriate hosting agency, and obtain appropriate permissions to house the database at the identified institution.
-Identify appropriate business systems, develop business cases for supplying and updating information in the database, and obtain appropriate permission, as needed, including stakeholder support.
-Adapt eHealth architecture to meet the needs of country leaders, planners, policy makers, district, facility, and community needs in public and private sectors.
-Build capacity and transfer knowledge on HRIS infrastructure deployment, scale-up, and expansion to country stakeholders to develop data-driven decision-making skills and sustainability.
-Ensure HRIS related project updates, links to material, listserv maintenance, document management.
-Contribute to HRIS related program development and documentation, including annual work plans, quarterly and annual reports, technical papers, and other documents and reports.

EDUCATION/EXPERIENCE REQUIREMENTS
-A Bachelors degree in Communications, IT or related degree or an equivalent combination of education and experience.
-Three to five years related experience with a strong understanding of international public health program development.
-Substantial experience in working with information search/retrieval systems, including online (web-based) database systems, etc.
-Experience with open source technologies and approaches with familiarity with basic Networking including Microsoft Exchange and Windows XP Pro and other platforms.
-Ability to work and communicate with a diverse group of people and cultures.
-Willingness to travel across the Palestinian territories on short notice.
-Oral and written proficiency in English and Arabic preferred.
