Senior Finance Officer

Job
Summary
Under
the supervision of the Head of Operations and as a member of the Country Program
Senior Management Team, the Senior Finance Officer (SFO) is responsible is for
taking a leadership role in ensuring the sound financial capacity of the country
program and overall coordination and supervision of all functions in the Finance
department (accounting, financial management, budget monitoring, reporting and
Sun Systems Administration). The SFO must also ensure compliance to policies,
procedures, donors’ & local government requirements.
Additionally, the SFO will
ensure that all project advances issued to partners are properly accounted for
and liquidated within the established deadlines. The SFO will review liquidation
requests submitted by partners, and ensure the liquidation documentation is in
conformity with generally accepted accounting principles and
in
compliance with CRS and donor requirements. Moreover, The SFO will provide
technical support and coaching to a dynamic team of finance staff. The SFO will
work closely with programming and other operations departments, in order to
ensure transparency, efficiency, and maximum program impact.
Position Requirements
and Qualifications
1.
Graduate degree in a respective field such as Accounting, Finance, Financial
Management; significant work experience in a directly related field will be
considered in lieu of a graduate degree.
2.
At least five years’ experience in accounting for international
agencies.
3.
Knowledge of CRS finance, accounting, and budgeting policies, procedures and
standards preferred.
4.
Experience with accounting systems required; Sun Systems experience
preferred. Strong computer skills, particularly Excel, Word and
Access.
5.
Fluency in written and spoken English; excellent written and oral
communication skills.
6.
Training in USG regulations
