The
Palestine Liberation Organization for the benefit of the Palestinian Authority
received financing from the World Bank toward the cost of the Second Land
Administration Project (the Project) and intends to apply part of the proceeds
to payments for consultants’ services.
The
Project will be co-financed by the Government of Finland. The Project aims to
support improvements in the design and implementation of the land registration
system. The Palestinian Land Authority (PLA) is the implementing agency for this
project. A Project Management Unit (PMU) was established within PLA and will be
composed of civil servants and consultants in various fields, to manage the
overall implementation of the project. PLA is considering the appointment of
qualified
Officers for the following
positions:

Under
the direct supervision of the PMU Project Director and in cooperation with all
project stakeholders, the Technical translator will work closely with the
Systematic Registration and Adjudication Advisor, the technical translator
will:
-Provide support for
International advisors, local officials, land committee and all the stakeholders
in the field with regard to interpretation during the systematic registration
process.
-Interpret routine
discussions, meetings and workshops.
-Document all the dispute
cases during the systematic registration process.
-Document all the dispute
resolution mechanisms in Arabic and in English.
-Translate related
documents, manuals and procedures from English to Arabic
-Provide simulations and
consecutive translation in meetings.
-Provide reports on weekly
and monthly basis
-Accompany advisors when
required and as requested by the PD
-Perform other duties
assigned by the Project Director.
Key
Qualifications:
At
least University degree in Translation. At least 2-3 years of
experiences.
Ability to maintain highest
standard of accuracy and very good communication and reporting
skills.
Reporting Responsibilities,
timeframe and contract: The Field Technical Translator will be based in the PLA
Dora field office. He/she will report to the Project Director of the PMU. The
duration of the assignment is one year on a full-time basis, extendable to 18
months.
An
individual Consultant shall be selected for each of the above-mentioned posts in
accordance with the World Bank’s Guidelines: Selection and Employment of
Consultants under IBRD Loans and IDA Credits & Grants by World Bank
Borrowers, January 2011.
