MA’AN Development Center is an independent Palestinian development and training institution established in January, 1989, registered by law as a non-profit organization.  

The main office is located in Ramallah and the four branch offices are located in Gaza, KhanYounis, Tulkarem and Jenin.  MA’AN's work is informed by the necessity of creating independent, self-reliant initiatives that lead to the development of human resources for sustainable development, which incorporate values of self-sufficiency and self-empowerment. 
 

Background:
“Bedayia”, funded by the Catholic Agency for Overseas Development (CAFOD), managed by Catholic Relief Services and implemented by MA’AN, will empower Gazan communities to effectively mitigate the risks of their priority hazards through community-led implementation of realistic development projects and household level action plans, and the formation and effective management of savings and internal lending community (SILC) groups that provide essential household level economic safety nets.  MA’AN is seeking three (3) Community Mobilizers based in implementing communities to help form and manage SILC groups, the communities are (Gaza City/Shijaea/Alkurba- North Gaza /Ezbiet Abid Rabu - Middle area/Alburij - The Rafah communities).

 

Position Purpose:
Community Mobilizers will mobilize and raise awareness of local leadership and the community in SILC, mobilize groups, train groups in SILC implementation, gather data through the Community Mobilizer data collection form, monitor SILC group operations, and prepare monthly work plans and M&E reports. The Community Mobilizers live in the community, are well known and respected by the local people for their integrity and leadership, are dynamic with good facilitation, diplomatic and motivational skills, and are literate with a maximum of a secondary education degree.

Position title: Community Mobilizer
Project Duration: 11 MONTHS, Possibility for 2 months extension. 
 

Tasks and responsibilities:
The SILC Community Mobilizer will take the lead in the field to scale up Savings and Internal Lending Communities (SILC) programs with the community:

1-Mobilization of SILC groups:
-Orientation of community leaders
-Introduction of SILC to the community
-Conduct meetings with groups of potential SILC participants

2-Training of groups:
-Prepare training of groups on SILC.
-Train groups in leadership, constitution development, record keeping, meeting procedures, share out and graduation.
-Conduct on going training as groups meet weekly for transactions

3-Supervision of groups:
-Attend all group meetings on a weekly basis during the intensive phase, monthly attendance during the development phase and occasional contact during the maturity phase of all SILC groups under his/her supervision.
-Conduct a health diagnostic report after every phase of development of all groups under his/her supervision

4-Regular reporting:
-Submit on a monthly basis the SILC data collection form for each of the groups under his/her portfolio.
-Submit a health diagnostic tool for each of the groups at the end of each development phase.
-Submit a monthly programme of activities to the Bedayia Project Manager

Directly reporting to:
Internal: Bedayia Project Manager, Bedayia Project Coordinator, M&E Coordinator and Finance.
External: CRS Staff, SILC groups.
 

Qualifications:
-Primary and secondary education.
-Specialized knowledge of and experience working with community groups.
-At least 5 years of residence in the operational area.
-Fluent in the local language of the operational area with good knowledge of English.
-Excellent documentation and writing skills.
-Team player with great communication skills
-Affinity for group relations.
-Between 25 and 45 years old preferred - any age below and above this may be interviewed and suitability determined.
-Ability to handle multiple assignments and meet deadlines.
-Advanced computer literacy.
-Ability to work under pressure and within a team.
-Ability to start working immediately.
