The Federation of Palestinian Chambers of Commerce, Industry and Agriculture (FPCCIA) in partnership with the Palestinian Ministry of National Economy (MoNE), 

have received financing from the French Development Agency (AFD) to implement the Private Sector Development Cluster Project “PSDCP” in West Bank and Gaza (2012-2016). Project operational unit will be established within the FPCCIA in Ramallah.

The objective of the PSDCP is to strengthen the competitiveness of the local companies, and especially MSMEs, in order to increase their local market share and/or explore new markets for export through (1) support to the structuration of productive sectors/sub-sectors with high potential by the creation of linkages between the stakeholders of a same value chain on a defined territory through the cluster approach and (2) improvement of public-private dialogue.
Within this project, FPCCIA seeks to hire qualified individuals to fill the positions of:
 
SME Development Officer
 
Job summary:
Under the guidance and supervision of the project Team Leader, SME Development Officer will be responsible for management of support to clusters’ collective projects through granting Business Development Services “BDS”, access to SME Finance and partnership with Guarantee and Equity Funds.
Key Tasks and Responsibilities:
-In collaboration with an international expert will develop the Matching Grant Fund “MGF” procedures and manuals.
-Manage the prequalification/accreditation process of BDS providers according to project’s guidelines and procedures.
-Contribute to the development of BDS providers’ support strategy.
-Coordination of technical assistance to BDS providers.
-Oversee the implementation procedures, practices, and policies relating to all aspects of grants cycle.
-Manage communication and information activities related to MGF.
-Contribute to planning and budgeting of the MGF.
-Elaborating the proposals for the award of grants based on eligible and good quality demand from selected clusters.
-Ensure that cluster’s beneficiaries comply with the terms and conditions of grant agreements.
-Preparation of contractual agreements to be signed by MGF/OU, BDS providers and concerned clusters.
-Ensure that cluster’s beneficiaries and BDS providers are fully aware of project’s granting guidelines and procedures, compliance requirements and regulations.
-Verification of good achievement of contracted services for the concerned cluster core groups.
- Maintain grant tracking reports as well as financial filing and supporting documents for each project, in accordance with project’s guidelines and procedures.
-Liaise with selected clusters on all aspects of grant cycle.
-Assist cluster core groups engage accredited BDS providers.
-Contribute to the development of criteria for monitoring of BDS providers.
-Responsible for monitoring of the BDS providers.
-Provide technical advice and facilitate access to finance for selected clusters.
-Facilitate triangle cooperation among cluster core groups, BDS providers and banks.
-Manage the promotion of mutual guarantee schemes.
-Facilitate partnerships with guarantee funds, grant funds, and equity funds.
-Provide Team Leader with monthly reports and updated information when required.
-Provide other logistics and administrative support to ensure effective implementation of MGF grants.
-Other duties, as assigned by the Team Leader.
Key Qualifications:
- Minimum of a bachelor’s degree in Finance, Management, Economics or any other related field, master would be a plus.
-Minimum of 4 years of relevant experience in SME development, provision of BDS services to SMEs or SME financing.
-Strong financial background is a must.
-Previous work experience with INGOs, NGOs or Donor Funded projects related to SME development.
-Proven experience in performing the mentioned or similar tasks and responsibilities.
-Planning and problem solving skills.
-Excellent communication, facilitation and listening skills.
-Professional attitude and ability to work in a team.
- Highly organized, able to prioritize and meet deadlines effectively, and ability to work under pressure.
-Willingness to improve skills and knowledge.
-Excellent presentation skills.
-Excellent oral and written communication skills in English and Arabic.
-Proficiency with MS Office Suite.
-Valid driving license.
