The UNOPS Jerusalem office opened in 2006 and now has sub-offices in East Jerusalem, Ramallah and Jericho. The portfolio includes infrastructure, procurement, human resources, capacity building, access coordination and security projects for partners and beneficiaries throughout the occupied Palestinian territory.
Background Information - Job-specific
The lack of unfettered humanitarian access within and in and out of the West Bank and Gaza Strip has led to a significant rise in the time and costs involved in delivering humanitarian assistance and protection to civilians. Against the backdrop of a worsening situation in the oPt, any effort to protect the vulnerable population and bring humanitarian relief is destined to be compromised further still. In an attempt to ameliorate the delivery of assistance and advance the protection of civilians, the funding for one year for an Access Support Team is proposed to develop a centralized, pro-active and sustainable access strategy for humanitarian personnel and goods.
The purpose of Access Support Team; a joint UNDSS, UNOCHA, UNSCO and UNOPS project, based at UNDSS and OCHA premises in Jerusalem, is to provide the Humanitarian Coordinator (HC) with a mechanism for an effective dialogue with senior personnel within the Israeli Ministry of Defense, IDF and COGAT on behalf of all UN agencies and international NGOs on access issues, and at the same time enhance the operational support to UN and INGO staff members when facing access difficulties.
The AST consists of one Access Coordinator, three Local Access Advisors, two Local Access Assistants and two Radio and Communications Officers.
The IM and Access Support Officer will report to the Access Coordinator. S/he will have requisite qualifications along with experience in collection, entry, maintenance and compilation of data relating to humanitarian access issues in the oPt, in addition to, effectively designing and developing ACU databases in adherence to security measures.
Functional Responsibilities
IM/ICT
-Design, maintain and enhance the ACU’s online databases to effectively support the ACU’s coordination.
-Develop, maintain and enhance the ACU portal to support and strengthen internal ACU coordination and communication.
-Design, maintain and enhance the ACU’s website, including dynamic links to the ACU tweeter feed and related websites as well as create new graphic designs to produce attractive and effective web pages using appropriate web authoring tools and graphics applications.
-Evaluate and ensure overall website security and propose enhancements.
-Ensure Information and Communications Technology in ACU is managed and coordinated as a single, centralized entity while incorporating risk management and contingency plans.
-Write data queries for analytical purposes using SQL, including migration of ACU core database from their current formats to MS-SQL Server for accessibility over the Internet.
-Manage and participate in analytical work by processing data and information in a suitable format.
-Manage the integration, archiving, and extraction of large datasets for cross-referencing and statistical analysis, designing workflows and data collection models where necessary.
-Monitor and train relevant ACU staff and partners on databases and analytical techniques.
-Manage the Operation and maintenance of the office Local Area Network (LAN) and Wide Area Network (WAN) systems.
-Troubleshooting of hardware/software problems and providing support.
-Receipt, testing, and installation of telecommunications hardware, laptops, desktops printers, and other such IT/communication equipment for the ACU.
-Any other duties as may be requested by the Supervisor.
Analysis and Reporting
-Assist in designing ACU publications and reports.
-Assist in the monitoring and analysis of access trends and development to support ACU and OCHA reporting.
-Contribute to ACU, OCHA and general UN reporting on humanitarian access through analysis of complex access information and producing relevant graphs and figures.
-Provide guidance and support in the development of new access indicators and information to improve ACU and OCHA reporting on humanitarian access.
-Leads implementation of OCHA ICT strategies related to data compilation, analysis, and reporting trends in the oPt.
Access Coordination
-Provide support to ACU Access and Liaison Officers as needed to track processing of permits, visas and restricted materials access for UN agencies and INGOs.
-Develop standard forms and resources to be used in support of coordination efforts for the movement of humanitarian staff, internationals and dual nationals and goods assistance during contingency and emergency situations.
-Oversee ACU emergency deployment equipment, ensuring deployment tools are properly organized, adequately stocked and safely stored when not in use.
-Coordinate with UN and INGO partners as necessary to ensure accurate and timely information on access issues is being provided.
-Provide 24/7 support for civil-military and access coordination during contingency and emergencies to facilitate humanitarian access for people and goods, including providing surge capacity to replace ACU staff in field deployment locations during emergencies.

Education/Experience/Language requirements
a-Education
Master's degree in Information Sciences, Computer Sciences, Engineering or related field; Additional years of relevant work experience, preferably in combination with a relevant bachelor’s degree, may substitute for the requirement for a master’s degree.
b-Work Experience
-At least three (3) years relevant specialized experience at an appropriate level of responsibility in the field of information management and ICT systems in relation to access and/or humanitarian assistance; (preference will be given to successful candidates with at least five years of specialized experience in Information Management, ICT systems and reporting);
-At least 3 years experience working with the UN or an international organization, would be an advantage.
-Extensive experience in using computers and office software packages (MS Office 2007).
-Hands on experience and professional experience with spread sheet and database packages.
-Experience in handling web-based management systems.
-Database monitoring and management; web applications technology and ICT training experience.
-Experience with civil-military and access coordination would be an asset.
c-Languages
-Strong written and verbal communication skills in English;
-Knowledge of Arabic and Hebrew languages would be an asset.
