Background:
the Legal Advisor shall carry out assignment duties from the premises of the Palestinian Shippers’ Council (PSC) in Ramallah. Under UNCTAD overall supervision and guidance and the daily supervision of PSC management, the Legal Advisor/Officer shall:

Description of Responsibilities:
Develop the legal services portfolio offered by the Palestinian Shippers’ Council to the shippers’ community in order to facilitate their national and international trade and transport operations;
-Contribute to a survey-based needs assessment of legal problems facing Palestinian shippers, at national, regional and international levels, including a section on women traders' specific needs;
-Promote the interests of Palestinian shippers (importers and exporters), and offers continuous assistance in assessing and resolving legal problems and disputes affecting the trade and transportation of their goods;
-Participate in the development of the PSC's institutional capacity to provide training services, documentation, and up to date information on legal issues relevant to shippers’ trade and transport operations;
-Contribute to the overall activities implanted by PSC management; aimed at establishing the PSC as a focal point of know-how and networking for the Palestinian shippers’ community;
-Conduct research and contribute to research of other experts on the legal aspects of Palestinian trade facilitation as directed by PSC management and Prepare reports and/or summaries of legal cases that involve or are relevant to the PSC;
-Contribute to the provision of legal advice to PSC members and Coordinate all activities related to legal aspects;
-Conduct studies/reports on the legal, regulatory and other problems that are specific to female shippers as may be requested by the PSC management;
-Compile data and information on potential legal cases and the range of actions that the PSC can pursue; and develop a user friendly Legal Data Base to serve core PSC staff and Board of Directors members.
-Take part in training, to core PSC staff and Board of Directors members, on various legal aspects of trade facilitation at the national, regional and international levels, including due processes of resolving problems and disputes related to the transportation of imports and exports through regional transport facilities;
-Contribute to establishing a network for cooperation between the PSC and relevant local, regional and international legal firms.
-Provide assistance to senior legal expert when onboard hired by the PSC to build its trade-related legal capacities;
-Advice PSC management and Board of Directors on in house legal issues, including for preparation for board meetings and preparing minutes of such meetings.

Taking part in the overall activities implanted by PSC management and established as the PSC's focal point on legal related issues

4-Function / Expected Results
Provision of advice to the PSC management and Board of Directors on in house legal issues, including for preparation for board meetings and preparing minutes of such meetings, and working with the senior local expert when on board.

5-Function / Expected Results
Conduct studies/reports on the legal, regulatory and other problems that are specific to female shippers as may be requested by the PSC management and compilation of data and information on potential legal cases and the range of actions that the PSC can pursue, including a user friendly Legal Data Base to serve core PSC staff and Board of Directors members.

Impact of Results

Successful Legal Unit that is capable of providing services to the PSC members and beyond on legal related matters issues, particularly dealing with trade facilitation in the context of the OPT.


Competencies :

-Ability to conduct legal research and prepare drafts agreements and other relevant legal documents;
-Excellent communication skills, including the ability to represent the PSC effectively in public and media events;

Qualifications :
Education: University degree in law, higher degree is a plus

Experience:
Minimum of three years of work experience, with knowledge of relevant aspects of Palestinian legal system, knowing of relevant aspects of Israeli system is a plus.
Licensed and practicing Lawyer at Palestinian Regular Courts Licensed and practicing Lawyer at Israeli Regular Courts is a plus

Language Requirements:
Fluency in Arabic and English, Hebrew is a plus.
