With a core staff of around 60 people, ANERA designs and implements projects from the Jerusalem regional office and branch offices in Hebron, Nablus, Ramallah and Gaza. ANERA is announcing a vacancy for Deputy Chief of Party (DCoP) /Operations Manager, for an Anticipated Large Multi- Year Infrastructure Program. The position is a full time, based in Jerusalem with needed travel to West Bank and Gaza.

Purpose Of Position :
The Deputy Chief of Party/Operations Manager (DCoP/Operations Manager) will support the Chief of Party (CoP) in day-to-day implementation of the program and act in the CoP’s place during his absence. The DCoP/Operations Manager is instrumental in assisting the CoP in overall management of the program. The DCoP/Operations Manager provides key management/oversight support to ensure that program activities are .planned and executed with quality, accountability, and measurable impact and on time

GENERAL ROLES And RESPONSIBILITES:
The DCoP/Operations Manager will be responsible for providing secondary authority for local approvals and acting as back stop when the CoP is unavailable. The DCoP/Operations Manager would also be responsible for providing guidance to field staff on liaising with the regional office, meeting Donor requirements, contracts and financial compliance, troubleshooting implementation and administrative challenges and day-to-day .decision making to ensure efficient and effective project implementation

ESSENTIAL JOB FUNCTIONS:
MANAGEMENT/OVERSIGHT DUTIES:
• Manage and oversee logistics, administrative and finance departments in the course of their daily functions;
• Establish and maintain systems of internal control and operations management, including proper use, completion, and documentation of all ANERA logistics, procurement, reporting and monitoring, administrative, compliance and financial paperwork and ensure overall compliance in each area to policies and procedures, especially those established by USAID;
• Develop and maintain local office policies and procedures for the program and provide training for all issues related to procurement, transportation, travel, reimbursement, office equipment, leased property, physical and moveable assets, and communications and provide advice and clarification to the CoP of management on issues of policy and procedure;
• Assist with the recruitment of local staff and the development of position descriptions in coordination with the CoP;
• Assist the CoP in follow-up with ANERA HQ in Washington, DC support issues on finance, administration, compliance, and human resources;
• In coordination with the CoP, work with ANERA HQ in Washington DC to verify match generated by HQ through the in-kind donation program;
• Responsible in overseeing all aspects of vehicles management (appropriate use, preventative maintenance, fuel and usage records, insurance and registration details etc.);
• Responsible for all aspects of asset inventory management of all non-expendable equipment and furniture in the entire program portfolio in line with ANERA’s asset management recording and reporting systems;
• Takes the lead in coordinating ANERA’s activities under the direction of the CoP with the Israeli authorities in COGAT (GAZA), DCO (Beit El), and the Palestinian Authority;
• Ensures the smooth and effective running of the program through regular reviews of the program office operating procedures and other support systems, drafts revisions and process improvements and new standard operating procedures for the program;
• The DCoP/Operations Manager will ensure that program implementation is in accordance with USAID regulations and procedures and the specifications determined in the program;
• Develops tracking tools as indicated by the needs of the project to support decision making, reporting, management reviews and client deliverables including quarterly and annual financial reports;
• Ensures compliance with project and USAID policies, procedures, rules, and regulations and local laws;
• Ensures the delivery of annual and quarterly work plans, quarterly and periodic reports, Geo-MIS information and reporting, etc., on time and according to required standards;
• Works and collaborates with each of the technical staff of each project component to ensure good financial, administrative and operational management of project activities;
• Other duties as requested or assigned by the CoP.

Minimum Requirements
Qualifications, experience and competences
• Must have a Master’s degree in a relevant field, such as Business Administration, Engineering Project Management, Operations and International Development/NGO Management;
• At least twelve years of overall experience; of which six years of experience as a Deputy Chief of Party and/or Operations Manager with an International NGO; preferably working under a USAID funded program;
• Demonstrable knowledge across the following operational and financial disciplines: Financial and Budget Management, fluency in USAID Rules and Regulations, USAID Project Management, Procurement, Human Resources, Field Finance, contracts, subcontracts, grants management and General Operations and Administrative Management;
• Familiarity with the water, sanitation, and infrastructure sectors is desirable;
• Possess excellent organizational and analytical skills;
• Strong verbal and written English and Arabic communications skills; knowledge of Hebrew is an asset;
• Experience in establishing strong working relationships with colleagues from different functions and backgrounds;
• Experience in maintaining flexible approach into managing and prioritizing a high workload and multiple tasks in a fast paced environment with tight deadlines;
• Proficiency in MS Excel, Word, PowerPoint and Access.
