Around the world people are fighting for their right to a decent livelihood. Oxfam supports them in this by strengthening local organizations and campaigning for just policies. Among Oxfam affiliates active in the Occupied Palestinian Territory and Israel (OPTI), Oxfam Novib has the role of leading Oxfam’s work, including advocacy and media. Our advocacy is both local and international because poverty and injustice are global problems and are related to unjust economic and political relationships.

Purpose of the job:

In collaboration with all Oxfam affiliates and partners, you will lead and coordinate all of Oxfam’s media and communication work related to OPTI.

The position holder reports to the Country director, OPTI.

Main task and responsibilities:

The media and communications officer will support advocacy, development, and humanitarian programs by leading the Oxfam confederation’s media and communication work related to the Occupied Palestinian Territory and Israel. The office holder will coordinate closely with Oxfam’s Country Director for OPTI, Oxfam’s policy lead for OPTI, the Oxfam Country Leadership Team (CLT), the Chair of the Program Governance Group (PGG) for the Middle East and Maghreb (MEMAG) and other relevant Oxfam staff to:
1-Lead, on the basis of knowledge of relevant local and international trends and developments, the drafting and implementation of Oxfam’s media and communications strategy for OPTI, taking into consideration potential Oxfam brand risks.
2-Steer, coordinate, and collaborate with Oxfam’s media and communication staff in OPTI and internationally, all media & communication activities related to humanitarian programs and advocacy in OPTI, including spotting media opportunities and identifying new media angles as well as managing media response to crises.
3-Draft press releases and statements, including regular humanitarian updates on Gaza, for use with the media and in line with agreed Oxfam policy, and/or review media and communication products developed by other affiliates accordingly.
4-In accordance with agreed OI sign off procedures, coordinate sign off on all media products with CLT, Country Director, PGG, and PGG chair.
5-As much as possible, strengthen via capacity building and information sharing the ability of Oxfam counterparts to work effectively with the media.
6-Coordinate and collaborate with other international agencies, directly and through (Association of International Development Agencies – AIDA), on developing and delivering media work.
7-Proactively cultivate relationships with key media contacts and compile and maintain contacts and a general database in close coordination with others
8-Act as a public spokesperson for Oxfam by liaising with media and other external parties and giving interviews.
9-To keep updated on the latest developments in the region related to the humanitarian and development context and provide brief bi-weekly progress reports of the international and national media and advocacy work and others as required.

10. Support effective information management and documentation in relation to Oxfam’s media work, ensuring in particular that humanitarian data and media documents are archived appropriately in an easily retrievable electronic based filing system.

Required skills and experience
University degree in relevant area or proven experience at this level.

Remuneration

The employee will be contracted by Oxfam Novib according to Dutch labor legislation and scales. Oxfam Novib has a competitive package of labor conditions. The salary range is €2.896,- to €4.456,- euro gross a month, based on relevant experience.

-At least five years of work experience in the field of media and communication in development and/or humanitarian advocacy.
-Broad knowledge of relevant thematic areas (human rights/protection, livelihoods, health & education, gender, lobby and advocacy, among others).
-Excellent verbal and written communication skills.
-Demonstrated ability or experience in finding new creative media angles.
-Ability to negotiate effectively among diverging viewpoints; understand political sensitivities of various parties in relation to the Israeli–Palestinian conflict.
-You have demonstrated leadership skills and experience with coordinating various actors based in different places around the world.
-You work well in a team and have outstanding diplomatic, social and intercultural skills.
-Knowledge of the NGO sector is an asset; a natural networker with substantial experience of building relationships.
-You will be expected to regularly travel within Israel and the OPT, including Gaza on overnight trips.
-English fluency; Arabic, Hebrew, Dutch, and/or French proficiency desirable.
