Oxfam Novib is looking for a Human Resource Officer, Full
time, 40 hours contract, 1 year contract renewable Based in Jerusalem

Purpose of the job
To provide efficient administrative and organizational support on Human Resources issues to the Field Office and HR Headquarters. To execute administrative tasks relating to the Human Resources Management policies, strategies and procedures.
Main Tasks and Responsibilities
-Provide overall people management and development support to the Country Director and the Associate Country Director
-In charge of maintaining an effective HR filing system, staff lists and records, both electronically and in hard copy, with proper files for all personnel and consultants in accordance to HR policies and procedures. This includes maintenance of leave records;, preparation of the office annual leave plan, etc.
-To ensure that Oxfam Novib meets requirements based on Human Resource Manual, the NSTC regulations, and country specific regulations for staff on visa, work permits, health & safety, insurances etc and coordinate all relevant processes including visa and work permits;
-In consultation with the Country director, the Financial Administrator and legal advisor, to draw up offers of employment, employment contracts for national staff, staff memos, and any other HR related documents. To keep records of all staff’s probationary periods and contract expiry dates and follow-up with relevant managers and with the Country director;
-In coordination with HR HQ, to act as a focal point for all staff members and clarify HR related queries as necessary.
-To assist in the timely planning of performance and appraisal interviews by responsible line managers. Where applicable, assist national staff in working with the feedback tool;
-To maintain a training information system, keep track of staff trainings, support any related administrative activities etc. and keep contacts with (inter)national training institutes. Upon request of the Country director, to assist in the preparation of annual training and staff development plan, analyze and identify specific training possibilities for staff. Where necessary, collaborate with HQ HR department;
-Under supervision of the Country director and HQ HR department, to give input for the regular review of the HR manual. To update the Country director and HR at HQ on matters of national labour laws. To answer, after consultation with the Country director or HR at HQ, questions from national staff on basic HR related issues;
-In consultation with the Country director, to coordinate national recruitment procedures: elaborate job adverts and job descriptions, ensure publications, manage applications and coordinate recruitment interviews. To assist the Country director with logistics for international recruitments. Participate in recruitment interviews for national staff from an HR perspective;
-To ensure that line managers organize the induction of new staff members and giving support on that responsibility including delivery on specific induction on HR related policies and procedures;
-To support expat staff and/or visitors in relocation process: support in search for accommodation, arrange security assessments, tracking of shipment of luggage, arrangements of visa etc.
-Support the Country Director on a variety of HR related functions required to meet OI HR standards(policies harmonization including annual leave policy, non cash benefit guidelines, travel allowances, holiday list, etc..)
-Support Oxfam Novib in socializing OI HR policies and procedures ensuring that all staff are updated and that an effective dialogue is maintained with staff on matters likely to affect their employment.
Skills and Competencies required
-At least 3-5 years experience of leading human resource function in a large NGO environment.
-Coordinate and advise on HR processes, including recruitments and induction, performance management, contract and end of contract management through day to day work and tactical advice.
-Ability to diagnose, individual and team needs in order to design and deliver learning & development solutions.
-Proven ability to communicate effectively both internally and externally.
-Systematic in approach and can pay attention to detail
-Demonstrates initiative and pro-active problem-solving skills.
-Able to find solutions to practical problems for managers; can identify potential risks.
-Strong verbal and written communication skills (English, Arabic and Hebrew)
-Sensitivity to gender and diversity issues in HR policies and practice
-Excellent facilitation/ presentation, coaching, and cross-cultural communication skills
-Demonstrates skills to manage resources, staff and external contacts cost-effectively.
-Able to coach and build capacity of staff and managers in HR management
-A strong commitment to Diversity issues, Equal Opportunities and capacity building.
-Broad understanding of the work of Oxfam.

The employee will be contracted by Oxfam Novib according to Israeli labour legislation with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. Indicative salary range: ILS 106,660 – 141858.
