Technical Officer - GIZ - Ramallah

This is what the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is all about. The Civil Society Programme works with local partners towards the socio-economic development of women and youth in Palestine. The programme will support partners with funding for capacity development and small scale project grants. “GIZ Civil Society Programme (CSP)“
is looking for a full-time (40 working hours per week)
“Technical Officer”

In your function as Technical Officer you will work closely together with and support the Head of Programme.

The main responsibilities of the Technical Officer will be:
-Quality Management
-Support to the Head of Programme in vetting new programme partner, project proposals and budgets.
-Setting up baselines, definition of outcomes, monitoring systems, reporting standards and means of verification together with local partners and international development advisors. Advise and train partners where necessary and follow-up on agreed results.
-Data collection, follow up on reports and vetting reports in coordination with the Financial and
Administration Officer.
-Knowledge management (constant update of internal file structure and contact data base)

Further important responsibilities will include
-Supporting external and internal communications
-PR handouts and programme factsheets, various PR materials, PowerPoint presentations etc
-Preparation and continuous update of informative documents for development advisors.
-Responsibility for GIZ Corporate Design guidelines and their implementation
-Supporting Policy Management
-Gathering and sharing of informing about current policies (national and international e.g. general International Cooperation discussions, climate, gender, EU, cooperation with the private sector, Paris Declaration, etc.)
-Event and Workshop Management
-Prepare and implement thematic workshops for GIZ development advisors.
-Support the organisation of yearly events (annual staff meetings, social gatherings)
-Prepare relevant documents and schedules for visitors and delegations (GIZ, BMZ, German politicians and others)
-Assistance in meetings of Head of Programme CSP, development advisors and partner organizations.
-Scheduling of meetings, documenting meeting minutes, preparation of briefings, documentation, etc.

Required qualifications:
-University degree in the fields of Business Administration, Social Sciences or a similar field;
Master Degree preferred.
-Four years professional experience in working with international organisations in the field of
development cooperation; applications without working experience will not be considered.
-Strong background in results-based management, monitoring and evaluation tools.
-Perfect proficiency in English, German is an asset;
-Ability to work effectively in a team as well as own your own;
-Excellent interpersonal and intercultural communication skills, organisational and time
management skills, and reliability;
Proficient IT skills (Microsoft Office and Outlook). Assignment: expected starting date April 2013.GIZ
