Premiere-Urgence/Aide Medicale International (PU-AMI) is an international apolitical and non-religious non for profit organization intervening in more than 20 countries around the world to help people to survive and rebuild their lives.
Première Urgence and Aide Médicale Internationale merged in 2011 to offer a better range of lifesaving care and life-changing assistance to communities affected or forced to flee from war or disaster.

BACKGROUND:
Since 1967, occupation and political stagnation have directly affected the socio-economic situation of the Palestinian population in the West Bank. The movement restrictions policy is severely limiting Palestinians’ access to essential services and markets, and leading to serious and negative impact upon all aspects of their lives, and mainly their livelihoods. As a result, the 3 years-long PU-AMI’s humanitarian and development strategy (2013-2016) is directly related to the lack of respect of the Human Rights and the International Humanitarian Law by Israel as occupying power and combined several sectors to prevent the loss of livelihoods and prevent displacements as a consequence of protection threats, lack of services (Health, Education, WASH), and lack of access to agricultural lands or job opportunities. PU-AMI operates in six districts of the northern West Bank (Qalqiliya, Tulkarem, Salfit, Nablus, Tubas, and North Ramallah) with programming in protection, livelihoods, water and sanitation, women economic empowerment and gender-based violence.
SCOPE OF WORK:
The West Bank Field Coordinator is responsible for the initiation, the implementation, the follow up and reporting on the daily project activities. S/He will ensures that the goals and objectives of the program are met according to international best practices standards with an emphasis on protection and gender issues. The Field Coordinator will provide leadership and guidance to the WB program team based on Qalqiliya by focusing on coaching and mentoring to build their capacity. The WB FCo reports to the Head of Mission and receives support from the Deputy Head of Mission (Quality& Communication Unit)and the Admin/Fi Coordinator (Finance/Administration Unit).

line manager for 5 national staff (1 deputy, 1 log manager, 3 field officers).
RESPONSIBILITIES:
1-Inter-agencies coordination and partnerships
-Establish active and proficient networks with community leaders, International and Palestinian NGOs, UN agencies, and CBOs to enhance multi-agency and multi-sector al cooperation and coordination with regards to Protection and GBV
-Forges strong connections with key local state and non-state actors
-Maintain contact, represent and develop good relationships with official authorities (Palestinian and Israeli) and other agencies, be proactive in ensuring that:
a-PU-AMI develops and maintains a positive profile
b-PU-AMI complies with relevant legislation
c-Projects/Activities are understood and publicised
-Organize and supervise all the required HQ and donors’ field visits in the West Bank
-Ensure that relevant information from coordination meetings is shared internally and with other sectors
2-Grant Management: definition, implementation, follow up and reporting
-Ensure compliance of project operations with the Strategic Plan
-Initiate/conduct participatory needs assessment, and propose new programmatic orientations to the HoM
-Actively contribute to expand PU-AMI’s funding in oPt by identifying new source of funding, developing concept notes and proposals and participating in negotiation with donors
-Define contingency plans according to pre-identified risks
-Provide a risk analysis for each project/intervention/action when necessary
-Provide ongoing leadership to the project team and oversee implementation and coordination of activity plans to ensure targets are met
-With the support of the Deputy Field Coordinator, monitor local partners' work, develop a proficient and respectful partnership through regular field visits and meetings, enhance their capacity to comply with donors regulations and to successfully implement the required activities according to PU-AMI's standards. Identifies capacity building needs and develops capacity building plans for local partners.
-Ensure that proper follow up monitoring tools are implemented and build staff capacity in writing activity and monthly reports to document the projects
-Conduct regular field visits and meetings with the project team and local partners in order to provide on-site technical support, highlight successes and identify challenges
-Oversee all budget expenditures and ensure they are allowable and allocable according to PU-AMI and donor regulations. Monitor the Monthly Budget Follow up vs forecasted/remaining activities, bring any over/under expenditure issues to the attention of the Admin/Fi Coordinator and HoM, and propose appropriated adjustments
-Provide the Admin/Fi coordinator with the monthly forecasted cash needs
-Manage and monitor administration and logistics systems and procedures
-Timely prepare internal and external reports within agreed deadlines using PU-AMI and donor formats
-Collaborates closely with DHoM and Gaza Strip Field Coordinator in order to ensure that linkages between programs are made and programs gain from training best practice
3-Policies development
-Developing and disseminating guidelines in protection and gender-based activities
-Overseeing the establishment of a basic Protection threats and GBV prevention and response mechanism, providing technical guidance and support to PU-AMI’s staff to ensure compliance with minimum standards
-Actively participate in developing and implementing a regional program and to contribute to wider programme learning
4-Administration
-Recruit national staff in conjunction with Admin/Fi Unit and in compliance with PU-AMI’s HR policy
-Maintain updated job descriptions, conduct interviews, orient new staff to the PU-AMI program.
-Directly supervise PU-AMI project staff in West Bank
-Ensure Performance Management System documentation is in place and followed up regularly
-Recommend and implement a capacity building plan for project staff
-Ensure project staff understand and follows PU-AMI and donor Policies and Procedures
5-Other
-Undertake other relevant tasks as requested by the HoM

REQUIREMENTS:

1-Education & Knowledge
-Master’s degree in humanitarian/development project management, gender studies, health, social work, or other related discipline
-In-depth understanding of the root causes of protection threats and GBV in West Bank
-Familiarity in working with INGOs and dealing DG ECHO and Europaid grants (or equivalent)
-Proven experience in managing projects through local implementing partners with regards to protection, women economic empowerment and/or GBV in oPt

2-Experience
- 5+ years relevant program management experience, with at least 3 years of multi-sector projects management including a combined experience in humanitarian/development aid and experience in starting up new programming

3-Skills & abilities
-Ability to influence and liaise effectively with key stakeholders, local Palestinian authorities, Israeli DCL
-Proven analytical skills and ability to think strategically for projects design
-Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalized/vulnerable people in all aspects of PU-AMI’s work
-Proven interpersonal skills and knowledge of participatory approaches, including challenging, motivating and developing a team or associates through a period of change. Ability to create the environment to enable others to achieve their objectives and to be able to develop their skills and abilities.
-Fluency in Arabic and English. Excellent oral and written communication skills
-Excellent computer skills
-NGO experience and knowledge of donor requirements
-Willingness to regularly travel in areas potentially affected by protection threats and/or under adverse conditions
-Ability to work under pressure, long work hours, and heavy workload
-Ability to independently organize work and prioritize tasks
-Self-motivated, honest, highly responsible, and punctual
-Ability to work both independently and as part of a team
-Flexibility, adaptability, culturally sensitivity, sense of humor
-Clean Driving license & ability to move round through all WB & Jerusalem
